SIPAZ (International Service for Peace) continues to be alarmed and concerned by the wave of harassment and threats being experienced by the fellow students of Noel Pável González, a member of both the Mexican National Autonomous University (UNAM) and the National School of Anthropology and History (ENAH), who was found hanged in Mexico City on April 24th of this year.

As you will have been informed by our last ‘Urgent Action’, some students have received threats by email because of their participation in projects connected with the autonomous Zapatista communities in Chiapas, México.

The last threat, dated Saturday the 22nd of May, arrived in the email account of the coordination of the Faculty of Philosophy and Letters of the UNAM. It said the following:

“Now…… the authorities should start by expelling the ‘hooded’ communists that are trying to destroy democracy…

Expel the people we have listed – and you won’t hear from us again.

You cannot avoid us. If you don’t do this, Yedra will be the first to pay. And he will pay.

Mr. Ambrosio Velasco will receive the photographs at his frontdoor. You will see that we are serious. The day after tomorrow one of those listed will be attacked…”

In the sender address field of the mail, there again appeared a reference to “Yunque”, a recognised ultra rightwing group.

We fear for the physical and psychological integrity of Rodrigo Yerda, the UNAM student that is mentioned in this last mail, as well as for that of his fellow students whose names have appeared in the other threats.

There is still no news of any preventive measures being carried out by the appropriate authorities in response to the threats.

We consider it of extreme concern that such criminal acts are being carried out against people showing solidarity with the Zapatista movement in a peaceful and civic-minded way.

We urge international civil society to send letters and emails to the Mexican Federal and State authorities, demanding:

  • The immediate establishment of adequate instruments of protection and security for the students being threatened.
  • An investigation and prosecution of those responsible for the threats and intimidation.
  • Appropriate clarification of the details of, and justice for, the death of Nóel Pável.

Mr. President,

We have gained knowledge of threats and intimidation being experienced by students from the National Autonomous University of Mexico (UNAM), the classmates of Nóel Pável González who was found hanged in México City this past 24th of April.

The students suffering the threats participate in various ways in projects related to the autonomous Zapatista communities in the state of Chiapas.

They have been threatened through email, telephone calls and letters.

The last threat arrived in the email account of the coordination of the Faculty of Philosophy of the UNAM, on Saturday 22nd of May. It said the following:

“Now…the authorities should start by expelling the ‘hooded’ communists that are trying to destroy democracy…

Expel the people we have listed – and you won’t hear from us again.

You cannot avoid us. If you don’t do this, Yedra will be the first to pay. And he will pay.

We find worrying the harassment, threats and intimidation being suffered by these UNAM students because of their links to the Zapatista movement, more so when these links are peaceful acts of civil solidarity with a view to participate in the construction of a more just and equal society. In the same way, it greatly concerns us that the case of the murder of Nóel Pável has yet to be resolved.

We ask you to carry out all the appropriate actions that fall under your jurisdiction, in order to:

  • Guarantee the physical integrity of the threatened students whilst an investigation is carried out into the events by the proper authorities, employing measures demanded by the students themselves.
  • Investigate these occurrences to bring those responsible for both the threats and the assassination of Nóel Pável to justice.
  • Guarantee the rights to political participation and free association.

Hemos tenido conocimiento de las amenazas e intimidaciones a las que se ven sometidas estudiantes de la Universidad Autónoma Nacional de México, compañeros de Noél Pavél González, quien apareció ahorcado en la Ciudad de México el pasado 24 de abril.
L@s estudiantes amenazados participan de diferentes formas en proyectos de municipios autónomos zapatistas en el Estado de Chiapas.

Han sido amenazados a través de correos electrónicos, vía telefónica y por correo postal. La última amenaza llegada a la cuenta del correo de la Coordinación de la Facultad de Filosofía de la UNAM el pasado sábado 22 de mayo, decía lo siguiente:

“Ahora...después de lo ocurrido con sus votaciones, las autoridades deben empezar por expulsar a los encapuchados, comunistas que tratan de destruir la democracia...

Expulsen a los listados. Y no volverán a oír de nosotros.

Somos inevitables, si no, yedra será el primero en pagar, lo pagará.
Señor Ambrosio Velasco, recibirá las fotos en la puerta de su casa, verán que es en serio, pasado mañana uno de los listados será golpeado.”

Nos resulta indignante el hostigamiento, amenazas e intimidaciones a las que están sometidos est@s estudiantes de la UNAM debido a su vinculación con el movimiento zapatista, mucho más cuando se trata de vínculos solidarios civiles y pacíficos realizaba una acción solidaria civil y pacífica, con el único fin de participar en la construcción de una sociedad más justa y equitativa. Así mismo nos preocupan enormemente que la muerte de Noél Pavel no se haya esclarecido.

Les pedimos realicen todas las acciones que estén a su alcance para:

  • Garantizar la integridad física de los estudiantes amenazados mientras se resuelve la investigación de los hechos a través de las medidas solicitadas por ellos mismos ante las autoridades competentes.
  • Investigar estos hechos y juzgar a los responsables de las amenazas así como del asesinato de Noel Pavél González.
  • Garantizar la libre participación política y asociativa.
